Decagon tools time out at 60 seconds and can't write back from the background. The relay runs the slow call, holds the result, and lets the agent pick it up on a later turn.
Agent hands the slow call to the relay and gets a tracking id in <300 ms.

On hold, long-polls up to 45 s when the agent has nothing else to say.
